Dr. Ottoh is a Political Scientist specialist in International Relations and Strategic Studies  He has his  first  degrees in Political Science/ Public Administration in 1991 from University of Uyo, Akwa-Ibom State Masters in Political Science , with interest in International Relations from University of Lagos, in 1996, and a PhD  degree in Political Science from the University of Lagos in 2010. Over the years, I have been engaged in teaching both undergraduate students Political Science, International Law, Theories of International Relations,  Foreign Policy, Politics and Law in Africa,  War and Crisis in International Relations and Strategic Studies .  I have  conducted researches in different areas, especially in conflict, security, peace-building ,etc. I have equally  a number of students at both undergraduate and postgraduate levels. I am a member of Nigerian Institute of International Affairs, and Alumnus of West Africa Peace-building Institute . I have contributed in book chapters both locally and internationally. I have publications in scholarly journals both locally and internationally. I presently co- managing research grants from the university of Lagos.

Dr. Ottoh research areas are International Relations and Comparative Politics. He was the former Coordinator of the Masters in Political Science programme.
